Overview
Serbia procured the FK-3 surface-to-air missile system (export designation of the Chinese HQ-22) in 2019, becoming the first European nation to deploy a Chinese strategic air defense system — a decision driven by the traumatic memory of NATO's 1999 bombing campaign and determination to build credible air denial capability independent of Western political approval. The FK-3 provides area air defense with engagement range exceeding 100 km and altitude coverage to 27 km, protecting Belgrade and critical infrastructure against aircraft, cruise missiles, and tactical ballistic missiles. Each battery includes search radar, fire control radar, and multiple mobile transporter-erector-launchers. The system uses semi-active radar homing guidance with command uplink capability. Chinese delivery was accomplished with Chinese Air Force transport aircraft in a highly publicized airlift that demonstrated China's willingness to deliver despite Western objections. The FK-3 creates a strategic air denial capability that complicates any future NATO or allied air operations over Serbia while having zero interoperability with Serbia's other systems or neighboring NATO members.
